Will you refer to Col. Reg. 301. It says there that officers etc..... of public money may be required to give security. How do you read the word 'may' ?

It is a recognized principle that all officers who handle money

must be secured.

Are there any local laws in connection with that regulation?

That I cannot say, I believe there are regulations - but I cannot

quote them.

Then you say that "may" must be interpreted as though it were "shall" ?

No. I take it that "may" means that it shall be decided by Government on the advice of its financial officers.

Was your advice taken in this instance?

The usual practice in Hong Kong is to secure all officers handling

money. Therefore I did not advise.

Are you secured yourself?

No.

I don't handle money.

Referring again to that same interview when we discussed the form of deposit receipts, you may remember there were two forms of deposit receipts

They differed in the Chinese wording. We originally had English wording corresponding to this but we dispensed with the English wording because we could not find space to put both English and Chinese wording on it. Is that correct?

Yes.

Q. You say some deposit receipts were issued twice. Might it have

been that the same serial number was issued in two books of

different coloured receipts?

A.

This is not likely as in the returns given to the Treasury the

colours of the receipt books were mentioned though there was some

confusion in describing the colours. I remember that green was sometimes described as yellow. The deposit receipts I refer to were numbers repeated in the same colour, and in one instance the same set of numbers appeared to have been issued three times.
